Tuesday) Rate of Pay: $23.00/Hourly (Entry Level) - $32.20 (Top)
(Depending on experience) Reports To: MMC Crisis Response Manager
(This position exists and is dependent on grant funding) It is
anticipated that the position will be filled at the start of the
range. Salary ranges listed above represent a good faith and
reasonable estimate of the range of possible compensation at the
time of posting. Actual compensation will depend on several factors
including but not limited to, the candidate’s experience and

Philanthropy and Communication SUMMARY Under the direction of the
Crisis Response Manager, the client Navigator will provide survivor
driven, and trauma informed services to those individuals/families
within the community that are in need of Domestic Violence (DV)
services, and who may be experiencing a DV crisis and/or situation.
This includes inquiry of information about supportive services at
the Marjaree Mason Center (MMC), in addition to providing the
appropriate information and linkage of referrals, which may include
the transportation of Domestic Violence victims from other
Coordinated Entry System (CES) access sites. This position will
complete a service needs assessments, including crisis assessments,
and will provide supportive services to assist clients into the
correct system of care if not MMC. Through assessment, the
Navigator is responsible for diversion, crisis response,
intervention, shelter referrals, safety planning, shelter/safe
housing placement, and linking individuals/families with the
appropriate destination for continued services. This position will
be responsible for the Intensive coordination and communication
within the coordinated entry system process; and collaborate with
internal and external entities in order to deliver more efficient
use of resources. Navigators will be fully responsible for the
enrollment data entry of all new intakes into the Safe House, in
addition to the statistical and documentation entry as required;
and responsible for the coordination and communication within the
MMC Residential and Crisis Response team of all new client entries
that are admitted into the Safe House. With the implementation of
Navigators DV victims will have increased access points; and
increased safe/confidential referrals to appropriate services
within and outside MMC projects. ESSENTIAL DUTIES AND
RESPONSIBILITIES • Serves as a Liaison between MMC and various
service provider sites (as assigned), in order to ensure clients
seeking DV services through alternate access points other than MMC,
are received and assisted appropriately; • Works with the Continuum
of Care (CoC) CES Navigators and respond and support their efforts
at Multi-Agency Access Point (MAPS) locations, other homeless
shelters, and services providers to identify those DV homeless who
have not sought services but are homeless; • Works in conjunction
with MMC Crisis Response and Residential teams; • Rotates weekly
attendance at existing MAPS locations throughout Fresno/Madera
County to assist with Domestic Violence client referrals and
provider service navigation through initial assessments; • Assists
and integrates programmatic components of Domestic Violence
interventions to support other homeless housing; • Collaborates
with MMC Prevention and Education department to conduct community
presentations as assigned; • Establishes access points at the five
(5) major hospitals within Fresno, Clovis, and Madera in order to
expand points of entry especially for those fleeing Domestic
Violence. Navigators will work in collaboration with the identified
medical team, in order to effectively streamline DV referrals; •
Conducts assessments of service needs, in-person, over the phone or
using video conferencing technology, including that of Crisis
Assessments; and provide supportive services to assist those
experiencing a DV crisis, assisting them into the correct system of
care if not MMC; • Makes informed decisions regarding client entry
into the MMC safe house, based on client’s safety need; • Conducts
comprehensive safety planning for all individuals/families
experiencing a DV safety concern/situation and provides education
of the cycle of violence, and dangers of strangulation. • Diverts
or links individuals/families with the appropriate services of
care, with the goal of determining the appropriate needs and
interventions; • Adheres to the intensive coordination and
communication within the coordinated entry system process and
collaborates with internal and external entities in order to
deliver more efficient use of resources; • Uses MMC or personal
vehicle to provide/arrange transportation/pick -up of Domestic
Violence victims from other public community sites or make home
visitation. Travel will be between Fresno and Madera counties,
including rural areas. • Tracks mileage when using personal vehicle
and submits mileage reimbursement form in a timely manner; •
Facilitates DV transfers from other housing programs and/or
services, providing those victims/families safe housing until
alternative long-term safe housing arrangements are made; • Works
in conjunction with homeless service providers in Fresno/Madera
County, to ensure access and services for homeless entering our
facilities; • Completes data entry inputting for client enrollment,
assessments, and service encounters using agency Client Management
System (CMS) and Homeless Management Information System (HMIS) in a
timely manner: • Maintains positive community relations with other
agencies, law enforcement, and advocates for client services; •
Participates in program development and contributes to the ideas
pertaining to the enhancement and efficiency of service delivery; •
Maintains accurate and up to date case file information with heavy
caseload; • Provides MMC management with accurate and timely
statistics to meet program and grant requirements; • Offers
training and support to community volunteers and intern
participants in unison with the community outreach advocate as time
permits; • Regular attendance and promptness are considered part of
each employee’s essential job functions; • Maintains a cooperative
relationship with MMC internal client service teams, in addition to
creating and strengthening relationships between MMC and community
service providers/partnering agencies; • Maintains client
confidentiality, per Victims of Crime Act (VOCA) and Violence
Against Women Act (VAWA) regulations; • Implements security
protocol and procedures if an emergency arises as well as engage in
the proper channel of communication/notification to the appropriate
Manager/Director; • Participates in staff meetings/training and 1:1
meetings as scheduled by MMC management, in order to properly
communicate any necessary and relevant information pertaining to
staff development, goal setting, and programmatic updates; •
Provides agency and Domestic Violence presentations to external
agencies/community partners. • Attends and participates in TDM
(Team Decision Meetings) as necessary. • May cross-train in other
areas, such as emergency hotline. • Other duties as assigned. The

EXPERIENCE: • Associate’s degree with some coursework in social
work, human services or victimology, preferred. • Six (6) months of
prior experience conducting crisis response assessments and working
with individuals/families experiencing a crisis need, including
that pertaining to substance abuse and mental health
barriers/challenges, preferred. KNOWLEDGE, SKILLS, AND ABILITIES: •
Knowledge of Referral System in Fresno County; • Some knowledge
regarding the Fresno Madera Continuum of Care; • Ability to use
Apricot Client Management System; • Ability to use HMIS (Homeless
Management Information System); • Understanding of the Cycle of
Violence, domestic violence barriers, and survivor needs; • Ability
to communicate verbally, information and ideas so others will
understand; • Ability to listen to and understand information and
ideas presented through spoken words and sentences; • Bilingual in
English/Spanish, English/Hmong, or English/Punjabi, preferred; •
Ability to handle high volume cases/assessments in an organized
manner; • Must be able to work efficiently and effectively in a
high workload environment; • Ability to read and interpret
documents such as safety rules, policy and procedure manuals; •
Ability to accurately write routine reports and assessment
narratives; • Ability to adapt to the environment, to solve
practical problems, to deal with a variety of multiple variables in

REGISTRATIONS: • Possession of a valid California driver's license
and proof of liability insurance on personal auto. Must be
insurable at all times at standard rate set by MMC insurance
carrier. • Must pass tuberculosis test, drug test, and
fingerprinting test. • Must pass a polygraph and additional
criminal background check when assigned to work with law
enforcement unit. • Certification to facilitate Nurturing Parent
