Harris is searching for a Senior Construction Manager to serve as the Contract Oversight Manager directing our design-build project with High Speed Rail in Fresno. The California High-Speed Rail Authority (Authority) is responsible for the planning, design, construction and operation of the first high-speed rail system in the nation. The California High-Speed Rail System will connect the mega-regions of the State, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. The Contract Oversight Manager is responsible for processing change orders and resolving contract disputes on the High-Speed Rail megaproject working closely with the Design-Build Contractor and other Contract Administration Department Managers including Design, Utilities, Right-of-Way, Environmental, Scheduling, Estimating and Construction to analyze change order requests and draft related correspondence, recommendations for project executives and contract change orders. Responsibilities include: Manage engineering staff- assign tasks, provide training, coach staff, understand resourcing needs Define and refine change management and dispute resolution processes. Perform oversight and contract compliance review of the Contractors change orders, tasks orders, and dispute resolution processes and documentation for cost, staff and schedule impacts to include: Analyze the Design-Build contract and perform claims analyses when contract disputes arise Draft contract dispute recommendations for project executives as part of the dispute resolution process Present dispute resolution recommendations to project executives and dispute resolution personnel Present change order information to legal staff and project executives regularly Oversee change management tracking processes and reporting tools Direct involved in retention, oversight, training, coaching and mentoring of Staff. Oversees the performance of construction contractors; ensuring deliverables are completed per construction plans, specifications, budget, and schedule. Review engineering drawings and contract specifications for accuracy, constructability, and completeness; evaluates/monitors project progress and ensures compliance with plans, material specifications, and schedule, tracks and controls construction cost against the project budget, process change orders, and participates in claims reviews. Interact regularly with Harris field office staff, clients, and contractors to build strong relationships, ensure alignment, and productively resolve project issues. Coordinate and manage all Harris sub-consultants (if applicable). Monitor and document the work of the contractor according to established Harris & Associates construction management and safety procedures, this includes management of all project communications and correspondence, including but not limited to: RFIs, Memos to Designer, Field Directives, Clarification Letters, submittals, change orders, and progress payments. Observe, monitor and document the work of the contractor according to established Harris & Associates Construction Management procedures and/or those of the client. Responsible for communications and management of all project correspondence, including: RFIs, Memos to Designer, Field Directives, Clarification Letters, submittals, change orders, and progress payments. High degree of working knowledge of safety standards and procedures to manage the team to ensure work is performed safely, efficiently and with quality. Experience and Skills: Minimum of 10 to 15 years of construction and management experience required; with 10 years of experience in project management for multiple construction, design-build engineering, and/or architecture projects; or equivalent combination of education and/or experience. Bachelor's Degree in Construction Management, Engineering, Architecture, or related discipline, or equivalent combination of experience and education. Ability to lead and resolve issues proactively and work in a fast-paced, demanding, often-changing environment on large, linear design-build projects. Thorough understanding of and experience with dispute resolution processes and outcomes. Ability to read and interpret construction contracts to assess risk and liability. Knowledgeable in Critical Path Method schedule and estimating controls. Experience with large, linear design-build projects. Ability to partner with multiple stakeholders and contractors to deliver in a timely manner. Demonstrated capability to work well under pressure with an organized approach to managing tasks, time and workload. Display strong attention to detail with the ability to research & review documents and draw conclusions to support recommendations. Excellent written and verbal communication skills and ability to communicate efficiently with staff members, client, field crews, and customers and their stakeholders. Working knowledge of Microsoft Office Suite and SharePoint; experience with Newforma a plus. Excellent verbal and written communication, networking and team building skills. Creative problem solver with a high degree of change agility. Professional Engineer (PE) license and Certified Construction Manager (CCM) highly preferred.
