Pay Rate: $18.74 - $23.42/hr (Depending on experience)
Reports to: Housing Services Manager

SUMMARY:
The Housing Locator is primarily responsible for the intensive collaboration and coordination of any new and existing clients seeking housing due to Domestic Violence, through the Coordinated Entry System. This position will work within the Marjaree Mason Center internal programs including with those clients residing within the Emergency and Transitional Safe Houses; and will work collaboratively within the Fresno Madera Continuum of Care (FMCoC), in order to ensure a coordinated effort is in place, for those clients/ families experiencing homelessness due to Domestic Violence; and will work alongside housing program administrators, Case Managers, and Navigators both internally and externally in order to identify and assist the client/families affected by DV in securing housing within the community.

This will include but not limited to: landlord engagement, facilitating the execution of required program paperwork, transporting clients to prospective properties, assisting clients with applications for tenancy, locate available units in the community for rental assistance, recruiting new landlords to participate in the programs, facilitation of client workshops in order to increase and promote self-sufficiency, continuous research of rental market and options in order to identify prospective landlords and generate leads for outreach and recruitment, consultation and communication with existing housing providers in order to ensure client/families have equal access to all housing resources as deemed eligible. This position will complete all required data entered through the agency Apricot database; and maintain accurate up to date file information.

The Housing Locator will work intensely with the MMC Housing and Data Services Manger to ensure that the MMC internal By-Name list of those clients entering through the MMC Emergency Safe House, or those that are connected to MMC but residing in other community shelters are properly updated and reflective by priority of those experiencing DV, and in need of housing; while also maintaining consistent communication and collaboration with the Homeless Management Information System (HMIS) lead administrator and Matcher of the "master By-Name List in order to ensure those affected by DV also have equal access to all housing resources available to them. This position will adhere to the provision surrounding client confidential per Violence Against Women Act (VAWA) and Victims of Crime Act (VOCA) law regulations.

Duties and Responsibilities:

Work in conjunction with the assigned Case Manager for those clients who have been impacted and homeless due to DV and in need of stable housing, ensuring that clients/families are connected and streamlined to the appropriate housing resources in order to regain safety and stability.
Review client/family needs for housing units; including type, location, rental amounts etc. and provide guidance on prospective properties that can be visited with the client.
Build and establish positive rapport with clients/families, working from a client centered and trauma informed approach.
Transport clients using Agency or personal vehicle to prospective properties to view available units.
Introduce and inform clients/families on available housing resources/availability in the community explaining how they work in order to continue supporting clients/families obtain stable housing.
Educate prospective landlords regarding housing assistance provided through the MMC, and advocate on client's behalf to obtain identified housing.
Will provide support and guidance to prospective landlords, owners, and realty companies, property managers should concerns arise through the duration of enrollment/eligibly process of securing housing.
Identify barriers to obtaining housing, and services and develop strategies with the client and alongside the assigned Case Manger to overcome them; in addition to connecting the client to the appropriate resources in order to overcome these barriers.
Research rental market in order to identify prospective landlords, and generate leads for outreach and recruitment.
Proactively develop positive rapport with housing providers including that of landlord's/property managers; and provide continuous follow up in order to be informed and made aware of potential housing opportunities.
Maintain regular and active communication with and act as a liaison for tenants, landlords, community partners, funders, management and finance staff.
Continuously conduct comprehensive safety planning for all individuals/families experiencing a DV safety concern/situation; and provide education surrounding Domestic Violence and the cycle of violence.
Upon securing housing, will work with client/family on how to stay safe in their new home.
Work closely with the MMC Housing and Data Services Manger to ensure that the MMC internal By-Name list of those clients entering through the MMC Emergency Safe House, or those that are connected to MMC but residing in other community shelters is properly updated and reflective by priority of those experiencing DV, and in need of housing.
Actively coordinate with MMC Navigators, Case Managers, and Program Manager to ensure proper linkage and connection of clients to the Housing Locator.
Will take lead in completing the proper housing/screening inspections as deemed necessary per housing project/program; will effectively coordinate with the MMC housing Case Managers in conjunction with the Program Manager, when support is needed for housing inspections.
Work in collaboration with other housing providers that may conduct their own housing inspection in order to effectively work towards the goal of the client/family securing housing.
Participate in program briefings to explain housing search assistance and schedule clients/families for appointments; this will include regular attendance to the FMCoC general committee meetings in addition to the participating on FMCoC sub committees such as case conferencing, and coordinated entry.
Proactively recruit landlords and community partners about MMC housing programs by promoting and educating about Domestic Violence, housing programs, holding regular events such as workshops, roundtable discussions and focus groups.
Identify appropriate workshop topics with Case Managers and the Program Manager that will support goals, promote improvement in client's self- sufficiency achievement- life skills, financial literacy, parenting, linkages to institutions of learning, job skills training sites and others.
Will facilitate various workshops pertaining to the self-sufficiency of the client/family.
Ensure all required MMC agency and FMCoC documentation is maintained and current, per HUD Project requirements
Ensures the appropriate stats and reports are completed - as per the project mandates and HUD reporting requirements.
Complete agency data input on all client services provided, including but not limited to: enrollment into the appropriate program, proper data completion within the HMIS system, timely completion of statistical data and case notes.
Participate in program development and contribute to the ideas pertaining to the enhancement and efficiency of service delivery.
Keep case files maintained, up to date with plan of cares and programmatic needs that meet the developed project implementation plans and as per the agency requirements.
Maintain confidentiality of client records and information per VAWA and VOCA regulations.
Work with supervisory and management staff to achieve programmatic expectations.
Program implementation and development in order to meet/maintain compliance with grants requirements.
Participate in case reviews, family assessment, staff training, team meetings and 1:1 meetings with the Housing and Data Manager, in order to properly communicate any necessary and relevant information pertaining to staff development, goal setting, and programmatic updates.
Requires the use of personal vehicle when agency vehicle is not available, as this position requires regular mobile advocacy and involvement throughout Fresno/Madera County.
Work within required projects guidelines and follows agency policies and procedures.

Education and Experience:

Experience and knowledge of Public Housing and Housing Authority programs and services.
Bachelor's Degree preferred (Social Work, Criminology, Health and Human Services, Sociology, etc.)
Two years of experience in a domestic violence or human services field, preferred.

Language Skills:

Bilingual abilities preferred: English/Spanish, English/Hmong, English/Punjabi
Ability to effectively communicate, in English, with staff, volunteers, interns, clients, and the public.
Ability to read, analyzes, and interprets professional journals or governmental regulations.
Ability to write reports, business correspondence and procedural manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.
