The ideal candidate for this position has an appetite for
innovation, is willing to challenge the status quo, and has a solid
understanding of affordable housing programs in a public agency.
Fresno Housing Authority is a high performing agency with solid
relationships with its funders and the community. This position
would play a critical role in administering a housing choice
program with 13,500 vouchers and 2,600 landlords and a homeless
initiative that provides housing and services along the continuum
of care to nearly 1,500 households. The Authority receives
approximately $100 million for its voucher program and $4 million
to provide assistance to the homeless population.

Summary
Reporting to the Chief Executive Officer, the incumbent is
responsible for providing professional oversight of programs
administered by Fresno Housing including but not limited to Housing
Choice Voucher (HCV), and Homeless Initiatives, as well as some
affiliated instrumentalities. The incumbent advocates for
affordable housing funding and policy at the national, state, and
local levels. Additionally, this position works with the CEO and
other leaders to create and/or enhance community connections to
further strengthen resident initiatives.
Our ideal candidate will possess the following qualities and
skills:
- - - - - - -Comprehensive knowledge of policies, procedures,
goals, objectives, operational entities, requirements, and
activities as they apply to the Authority
- - - - - - -Expertise in interpreting and applying HUD, State and
Local laws, regulations, rules and codes affecting public housing
programs
- - - - - - -Demonstrated experience managing both operational and
programmatic work involving high levels of collaboration
- - - - - - -Demonstrated experience in housing program planning,
program analysis, budget and resource development, staff management
and human services.
- - - - - - -Strong ability to balance the delivery of programs
against the realities of a budget
Desired Qualifications: - Bachelor's Degree in business
administration, public administration, or a closely related field;
MBA preferred. Experience should include at least ten (10) years of
progressive responsibility developing, evaluating, and/or managing
significant public programs and/or initiatives. An equivalent
combination of education and experience may be considered.
Salary is commensurate with experience. Executive-Level Benefits
