Job Description:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2021. Specialized Experience (GS-05): Applicants must have one (1) year specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes, but not limited to: (1) responding to requests for information; (2) preparing forms, reports and correspondence; (3) creating, editing and updating letters, memorandums, and other documents in automated data processing systems; and, (4) updating database records. GS-6 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience (GS-06): Applicants must have one (1) year specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes, but not limited to: analyze vacant positions to establish the knowledge, skills and abilities required for effective work performance; determine and utilize recruitment sources known to produce qualified candidates; write announcements by abstracting a duties statement from the job description; create, maintain and close vacancy announcement folders; advises selecting officials on hiring procedures and requirements; assist applicant with application procedures and requirements and updates them on the status of positions; ensure pre-employment physicals and random drug screens are scheduled and completed; runs queries for recruitment and placement support. GS-7 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Examples of specialized experience includes, but not limited to: Conducting recruitment/examining activities for assigned positions (GS-7 & below and Wage Grade) to include developing competency criteria, job analysis, job announcements (JA), etc.; Review applications for corresponding qualification competencies or skill match; Adhere to procedures for verifying veterans' preference and clearing CTAP and ICTAP register prior to preparing the certificate of eligible; Forward the certificates of eligible to the selecting official and coordinates with them regarding agency procedures for selecting a candidate for the vacancy(s); Ensure the selectee(s) meets all regulatory and legal obligations for proposed appointments to include eligibility for Federal benefits, probationary prerequisites, and ability to meet special requirements such as security clearances, age or physical prerequisites, and ability to meet special requirement; Secure all required documentation i.e. proof of citizenship transcripts etc.; Send notice of results to remaining applicants and prepare files for announcement close out (i.e. copy of JA, lists of all applicants and their applications, list of eligible referred, evidence of CTAP & ICTAP clearance, etc.) Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position:
Computer SkillsCustomer ServiceManages and Organizes InformationPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but may require some physical effort such as standing, walking, bending, sitting and carrying of light items. There are no special physical demands. The employee works in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
