Summary Under general direction this position will develop and lead the execution of Fresno Housing’s strategy for diversity, equity and inclusion (DEI) and its alignment with the Agency’s overall strategic plan and mission. The Chief Diversity Officer will be expected to work across the Agency to optimize organizational culture, align the Agency’s DEI goals with business outcomes and act as a resource to the community to advance DEI efforts and outcomes. This position serves as an advisor to the leadership team, Board of Commissioners and staff related to DEI best practices and programs, as well as DEI progression and outcomes.

All activities must support the Fresno Housing Authority’s (“Agency”) strategic goals and objectives and produce results that accomplish the goals of the Agency.

Essential Duties and Responsibilities The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

DEI Strategic Plan : Responsible for the finalization and implementation of the Agency’s DEI Strategic Plan; oversees strategic initiatives to enhance DEI in the workforce, workplace and within the Fresno community; develops and supports supplemental diversity and inclusion strategies; translates the Agency’s DEI Strategy into executable plans for each department (in conjunction with appropriate input); identifies and partners with internal business units to ensure the effective execution of Agency DEI Strategic Plan.

Corporate Culture/Workplace : Assists and supports the Executive Leadership team and the Human Resources department in furthering the corporate culture initiatives that align with the Agency’s DEI Strategic Plan; serves as a catalyst for change by collaborating with leaders to identify approaches to include staff perspectives in decision-making and to solicit new and innovative ideas to better serve each other, our residents, vendors and communities; supports strategic collaboration between departments and Executive Leadership teams related to DEI initiatives and events; develops tools and measures (e.g., customer and employee satisfaction surveys, approach to measuring response time and quality, etc.) to ensure the Agency provides effective, equitable, understandable, and respectful services that are responsive to the needs of staff.

Workforce : Partners with Human Resources (HR) to ensure DEI strategies are integrated into a cohesive approach to recruiting, hiring, promoting, management practices, and succession planning; assists recruitment teams and hiring managers to build pipelines of diverse talent for immediate and long-term needs, including providing input in hiring, selection, and promotion decisions; uses an understanding of data analysis to partner with HR and operations to identify gaps by demographic, across the employee life cycle, and in Agency services, programs, and partnerships; partners with HR and operational leadership to develop and implement plans to address any gaps identified.

DEI Awareness Communications : Leads the development and dissemination of internal and external communications related to DEI; directs efforts to design and deliver DEI training, presentations, and workshops aligned with the DEI strategy; develops and implements processes to track and monitor actions taken as a result of the sessions; identifies internal and external events in which DEI should be reflected and included in messaging; ensures each Agency employee and partner understands their DEI roles, responsibilities and accountabilities; identifies internal and external events in which DEI should be reflected and included in messaging.

External Partners/Marketplace : Recommends and drives the development of effective relationships with other agencies, organizations, associations and throughout Fresno to enhance support for DEI-specific initiatives and programs; publicly represents the Agency at the local, regional and national level at DEI-related events; works with Agency Leadership to develop partnerships and other relationships with civic, community, businesses, and other governmental organizations designed to promote and advocate for DEI in housing, social service and civic organizations; establishes positive working relationships with representatives of community-based organizations, other agencies, Agency management and staff, and the public.

Policies & Practices: Reviews Agency policies, practices, and procedures to ensure they are fair, unbiased, and do not result in disparate impact; identifies new programs, initiatives and/or policies that can bolster diversity and inclusion within the Agency; identifies legislative and regulatory issues related to the operation of the Agency’s DEI strategy; understands and adheres to (and/or revises/creates) the Agency’s policies and procedures related to DEI; ensures that personnel actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the Agency’s operations.

Resource Allocation/Utilization: Works with Agency Leadership to identify and acquire the resources needed to implement short- and long-range DEI strategies; creates and executes plans for effective utilization of available funds, staff, equipment materials and supplies; oversees the development, implementation, and monitoring of the DEI team, ensuring goals are achieved.

Stays abreast of new trends and innovations in nationwide DEI initiatives including legislation, regulations and policies at the federal, state and local levels.

Education and/or Experience

Fresno Housing envisions hiring at the level of a Chief Diversity Officer with a competitive salary and benefits. However, candidates with less experience are encouraged to apply. In seeking the right candidate, and to encourage a diverse applicant pool, Fresno Housing may choose to start the position as a Director, Senior Manager or Manager.

Ten (10) years of increasingly responsible experience leading similar organization-wide social change and/or change management initiatives. Bachelor's Degree in business administration, public administration or a related field desired. An equivalent combination of education and experience may be considered. Possession of a generally recognized Diversity, Equity and Inclusion certification a plus.

Language Skills

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

To perform this job successfully, an individual should have strong computer skills (Microsoft Office suite and the Internet). Must be able to quickly learn other computer programs as required.

Certificates, Licenses, Registrations

Some positions may require the possession of a valid California driver’s license and the ability to be insurable under the Agency’s automobile insurance plan at the standard rate.
