RESPONSIBILITIES -Supervises assigned Finance office staff. -
SUMMARY - Responsible for all facets of the Agency's complex
financial management to ensure compliance of Uniform Guidance Code
of Federal Regulations and US GAAP accounting standards.
Responsibilities include strategic planning/development of Agency
budgets, financial management and reporting, audit support and
coordination with Internal Audit department, and special studies
and projects. Assist in the fulfillment of the Agency's vision,
"For Those We Serve," by empowering individuals who thrive as
healthy, self-sufficient and contributing members of our
communities. - DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Responsible for supervising and leading assigned staff, interns and
volunteers; recruitment, performance management and other personnel
processes. Coordinate and manage various functionaries of the
Finance office in collaboration with the overall administrative
responsibilities of the Agency's programs. Supervises the
maintenance of accurate financial data and reports to funding.
Advises management on the financial position of all programs.
Provides accurate accounting statements for management to analyze
the status of each program. Provides recommendations to improve
system or method of collecting financial data to ensure the best
interest of the agency. Reviews and approves program financial
billings and financial reports for contract compliance. Represents
the agency and communicates with external agencies and program
auditors for matters pertaining to budgets, financial reporting,
and other financial matters as needed. Reviews Agency contracts to
ensure compliance with grant requirements. Assists management in
keeping all finance policies and procedures current. - Maintains
and regularly updates the Agency's Accounting Policies and
Procedures Manual. Assists in issuing Request for Proposal for
projects, as needed. Prepares financial modeling and arranges
financing (if required) for new and renewed construction/capital
projects. Organizes, attends, and presents at Board Committee
meetings. - Travels for agency business using reliable
transportation. Works evenings and weekends as required. Performs
other duties as assigned. QUALIFICATIONS To execute this job
successfully, an individual must be able to perform each essential

Bachelor's Degree in Business Administration or related field
required. - MBA/CPA highly preferred. EXPERIENCE: Minimum of five
(5) years of management experience in financial role. Minimum of
three (3) years of non-profit accounting experience. Minimum of
three (3) years of direct staff supervision. Experience managing
audit engagements. Experience in developing complex budgets. OTHER
QUALIFICATIONS: Financial and business management principles,
techniques, and methods including, but not limited to, cost-benefit
analysis, budgetary analysis, and non-profit accounting.
Organization and decision-making principles and processes.
Knowledge of Governmental and non-profit funding sources, and
accounting principles, practices and regulations, funding criteria,
and economic development resources. Understanding of legal aspects
and ramifications of contractual agreements. Ability to analyze
financial and economic development related recommendations and
proposals in light of their total impact upon agency operations,
programs and policy. Able to establish effective relationships with
staff and the public contacted in the performances of duties.
Thorough understanding of economic development practices and
demonstrated business analytical qualities. Must possess
interpersonal skills that promote a healthy work environment with
all levels of staff. . COVID-19 vaccination required, unless
approved for religious or medical exemption. Ability to use of
sound judgment and high degree in maturity. Proficient in Microsoft
Office Suite and related business software. Bilingual
English/Spanish or other secondary language preferred to meet the
needs of the program. Pass required background investigation,
acceptable criminal record statement, Department of Justice
fingerprint clearance Effective presentation, written and verbal
communication skills. - Willing to work additional hours and days
to meet the needs of this position. Maintain a valid California
driver's license, reliable transportation, adequate auto insurance
as required by State law, and insurability by agency carrier for
those driving agency vehicles. PHYSICAL DEMANDS The physical
