Job Description:
PURPOSE OF POSITION: Under the supervision of the Chief
Operating Officer, the Federal Grant Management Specialist monitors
federal grants programs to ensure administrative and financial
efficiency and compliance with federal and local laws and
standards. This position also coordinates financial and grants
management activities to include distributing information for
federal programs, arranging training sessions and audit entrance
and exit conferences. The purpose of this position is to provide
fiscal management of EDC's 23 million dollar Good Jobs Challenge
Grant Program. It involves having financial oversight, review and
accountability for the federal programs. The ultimate positive
impact is to achieve efficient and effective use of federal funds
and accountability in reporting. DUTIES & RESPONSIBILITIES:
Financial Support (80%): Collaborates with the Chief Operating
Officer to ensure funds reimbursed to community partners in timely
manner in accordance with the funding distribution agreement;
Collaborates with the Chief Operating Officer to ensure funds are
recovered when not utilized in accordance with the conditions,
requirements, or restrictions applicable to the funds awarded;
Develop and streamline operational efficiencies for Good Jobs
Challenge funding recipients; Review, scan and code all payable
Good Jobs Challenge invoices and receipts; Ensure all receivable
invoices from vendors and contractors are processed and entered
into accounting system for payment on an ongoing basis; Effectively
use bookkeeping databases, spreadsheets and software; Post
financial transactions in databases; Work with the Controller to
produce a variety of reports including income statements and
balance sheets when requested; Analyze and check for accuracy in
financial reports, figures and postings from grantees; Reconcile
and reporting any discrepancies found in the records; Interact with
management, community partners, customers, and vendors; and Other
duties as assigned. Administrative Support (20%): Work in
collaboration with the partners of the Good Jobs Challenge Grant
program to ensure all related information and activities are
completed within the established time frames and tracked via
appropriate software and/or other tools. Collect and analyze
financial information related to the grant expenses, seeking ways
to improve accuracy of budgets and forecasts, and to decrease the
cost of assigned departments and projects. Effectively and
accurately enter a high volume of data on a regular basis via the
client resource management system. Collaborates with other
community partners as necessary to meet program requirements;
Assists Chief Operating Officer with developing and implementing
technical tools to support assigned programs; Produces and
maintains documents, reports, spreadsheets, and graphics;
prioritizes tasks and anticipates program needs; Ensures all
produced documents and materials are translated into languages
required by communities served; Assists the Good Jobs Challenge
Program staff with trainings and presentations; and Acts as EDC
Liaison with all contracting partners. SKILLS & KNOWLEDGE REQUIRED:
Must possess strong analytical, computational and mathematical
skills; Exceptional attention to detail and accuracy; Ability to
work well under pressure and meet all deadlines; Strong skills in
financial analysis, projections and reporting Must be professional
and exhibit high ethical standards; Budget development/planning and
monitoring Knowledge of all aspects of programs development;
Knowledge of and ability to understand and implement programs
within federal guidelines; Knowledge and comprehension of Uniform
Guidance 2 CFR Part 200; Ability to set up administrative and
financial systems for new projects and programs; Excellent
interpersonal skills; Effective communication skills, written and
oral; Basic knowledge of standard office equipment; and
Intermediate to advance proficiency with MS Office Suite,
accounting software and related databases. MINIMUM EDUCATION & WORK
HISTORY: Bachelor's degree in Business, Accounting or any other
related field; Two years experience in managing grants or
government contracts; and/or A combination of education and proven
related work experience. OTHER REQUIREMENTS: All EDC employees must
be fully vaccinated against COVID-19. Employment Type: Full Time
Years Experience: 1 - 3 years Salary: $65,000 - $70,000 Annual
